Is segregation and integration a matter of the state or federal government?

Segregation and discrimination are clear violations of individual rights, and the Supreme Court has ruled repeatedly (starting with Brown v. Board of Education) that individual rights supersede state's rights. Eisenhower finally decided that he was president of the people, and not of the states.
