Does anyone know why Army MOS 15W (UAV operator) is barred to people who have served in the US Peace Corps?

I was doing some research on Army MOS's and saw this requirement. It can be waived, but my question still stands. Serious answers please - I don't want anything that has an exceptionally partisan bent to it.
